Biography

Richard was honored to serve as a U.S. Marine Corps Colonel among award-winning teams (of diverse cultural backgrounds and demographic groups) in global logistics / supply chain management, acquisition management and recruiting.

Richard has 23 years of managerial leadership experience designing, developing, and integrating information systems of a $10 billion dollar inventory supporting all US Navy / Marine aircraft throughout the world. He specialized in continuously improving operational effectiveness / efficiency through technological innovation of information systems. For example, he collaboratively planned, organized, and managed 30 projects, which improved supply effectiveness, yet reduced costs $110 million dollars and strategically planned the full spectrum of logistical support for the greatest transformation of aircraft in Marine history. Additionally, by perfecting the application of systematic recruiting, he led Marine Corps Recruiting Station Cincinnati, OH (ranked last nationally for 36 months) to be an award-winning team recognized for recruiting excellence by the Commandant of the Marine Corps, two consecutive years.

Since transitioning, Richard has specialized in creating cultures of organizational excellence as a consultant in the private and public sector. He has instructed thousands of people in leadership development, performance management, and process improvement. In 2023, he earned a “Leading Smart Cities with Trust” certification from the Maxwell School of Citizenship and Public Affairs, which is applied in helping cities design information systems to improve service delivery for all.

Accomplishments:

  • Recognized by the Accrediting Council for Continuing Education & Training for instructional excellence at the California Institute of Arts & Technology (2018).
  • Lead Mentor for UCSD Rady School of Management’s Veteran Ventures entreprenueral program, (founded by UAGC’s Mike Hayden) which launched 43 start ups and led to San Diego earning America’s Finest Defense Community Award (2018).
  • Presented the White Stone Award for servant leadership by San Diego Mayor Kevin Faulkner and leadership expert, Ken Blanchard, on behalf of the San Diego Leadership Forum (2016).
  • Led 71 full time employees (FTE) responsible for supporting 490 aircraft deployed throughout the world to improve effectiveness of $1.2 billion inventory from 70 to 80%, and aviation readiness from 70 to 75%, by redesigning information system management (2012).
  • Inspired 450 FTE of multibillion-dollar logistics enterprise to reverse two-year trend, and improve aircraft readiness 20% through a cohesive campaign in: 1) engaged mentorship, and 2) continuous process improvement based on Lean Six Sigma (2006-2007).
  • Strategically planned supply chain management (SCM) of a $6 billion inventory supporting 1,400 aircraft at 28 sites throughout the Pacific Rim, including 500 Navy / Marine aircraft deployed aboard aircraft carriers / ashore for Operation Iraqi Freedom (OIF). Developed / deployed information system that provided intransit visibility for all OIF SCM operations (2003-2004).
  • Revolutionized logistic responsiveness for all Naval aircraft by championing ability to transmit logistics data through commercial satellites (INMARSAT). Led fielding of new technology (over 80 MX 2400T+ transmitter / receivers) and a telecommunications software program-the Streamlined Alternative Logistics Transmission System (SALTS) (1991-1992).
